Irving operates under a council-manager form of government. Residents elect a mayor and eight council members to serve the city. All nine members are elected at-large, but Places 1, 2, 3, 4 and 5 are required to live in a certain area of the city. The mayor and council members in Places 6, 7 and 8 can live anywhere in Irving. Council members serve three-year terms.
Council meetings are held twice a month on alternating Thursdays, beginning at 7 p.m. Residents can speak on items listed on the agenda when that item is up for discussion. Public comments on items not posted on the agenda are accepted immediately following adjournment of the meeting. Upcoming programs or activities can be announced prior to the start of each meeting.

An active community resident for more than 25 years, Gears served for six years on the Irving City Council before being elected to his first term as Mayor in 2005, a post he was re-elected to in 2008. Mayor Gears was instrumental in developing a partnership between Dallas County, Parkland Hospital and Baylor Health Systems to build the system's first Community-Oriented Primary Care Clinic, providing medical care for Irving residents without health insurance.
Mayor Gears worked with the community to secure more than $30 million in Community Development Block Grant (CDBG) funds, helping provide improved housing for seniors, better dental care for children, and additional funding for the YMCA, Irving Cares, the Salvation Army, Brighter Tomorrows, and dozens of other community organizations.
The Mayor's focused vision - and his mantra of "no limiting beliefs" - has allowed the city to keep resident's taxes low, while pursuing aggressive economic development - and redevelopment - initiatives. His willingness to provide creative incentives, infrastructure and services for targeted big picture developments are allowing the city to see unprecedented economic growth in every corridor. | Thomas D. Spink, Place 1 Thomas D. Spink was elected to the City Council in May 2007. He is also the owner of an insurance agency and has 42 years experience in real estate, banking and securities. Mr Spink is the husband to Linda Parker-Spink and the father of four children. He and his wife currently have four golden retrievers. Phone: (972) 554-1300. She is the council liaison to the Health Board and Carrollton-Farmers Branch. | Rose Cannaday, Place 5 Rose Cannaday was re-elected to the City Council in May 2008. She is the owner of a mediation company. Mrs. Cannaday is the Chairperson to Communications Committee and is a member of the Audit and Finance Committee, the Community Services Committee, and the Public Works Committee. She is the council liaison for the Library Board, Chamber of Commerce and the Irving Flood Control District #3. Mrs. Cannaday is the alternate council liaison for the Arts Board, Housing and Human Services Board, the Irving Convention and Visitors Bureau Board, and the Preservation and Redevelopment Board. |  | Joe Philipp, Place 8 Joe Philipp has served on the City Council since 1996. Mr. Phillip currently serves as Deputy Mayor Pro Tem. While on the council, he has served two terms as Mayor Pro Tem during 1999-2000 and 2005-2006. Mr. Philipp is the chairman of the Audit and Finance Committee, and takes an active role in budget and audit financial review, strategic planning, and real estate actions in the city of Irving. He is a member of the Community Services Committee, the Legislative Committee and the Communications Committee.
